OSCE High Commissioner on National Minorities discusses language compliance and access to education during visit to Kosovo

OSCE High Commissioner on National Minorities Christophe Kamp visited Kosovo from 24 to 27 March to discuss matters related to consultations between the Kosovo institutions and non-majority communities.

During meetings with senior officials, including Prime Minister Albin Kurti, Minister for Communities and Return Nenad Rašić, Minister of Culture Saranda Bogujevci, and Minister of Internal Affairs Xhelal Sveçla, as well as representatives of the OSCE Mission and the international community in Kosovo, High Commissioner Kamp exchanged views on ways to ensure the participation and inclusion of non-majority communities, in line with Kosovo’s legal framework. Particular attention was given to language rights and access to education, with an emphasis on consultative approach when tackling issues of relevance for non-majority communities.

“I valued the opportunity to continue my exchange with local and central officials, as well as with community representatives, on matters affecting non-majority communities, particularly in the context of recent implementation of laws and policies that directly affected them.” High Commissioner Kamp said.

Welcoming the announcement of vacancies for the Head of the Community Affairs Office and the Language Commissioner as positive steps, the High Commissioner called for the completion of the Office for Language Control and Harmonization, also supported by the OSCE. 

The High Commissioner also visited the municipalities of Pejë/Peć, Deçan/Dečane, Zubin Potok and Zvečan/Zveçan, where he met with mayors, representatives of the Dečani Monastery, and the Serbian-language University in Mitrovica/Mitrovicë North. He underlined the need for enhanced dialogue between central and municipal authorities to ensure uninterrupted access to education for students from non-majority communities. The Balkanistics Programme at the University of Prishtina serves as one example of the value of joint efforts in advancing inclusive education.

The visit concluded with a meeting with the Kosovo Women’s Network, focusing on the role of civil society in promoting women’s participation in peacebuilding, inter-community engagement, and security processes.
