AGİT'in "Kosova'da Belediyeler Arası İş Birliği: Öğrenilen Dersler ve Gelecek Fırsatlar" başlıklı tematik raporu, belediyeler arası iş birliğinin politika, yasal ve uygulama boyutlarını inceliyor. Kapsamlı saha çalışmaları, görüşmeler ve kurumsal istişarelerden yararlanan rapor, elverişli bir yasal çerçevenin varlığına rağmen belediyeler arası iş birliğinin neden yeterince kullanılmadığını incelemekte ve bu duruma yol açan temel yapısal ve operasyonel engelleri ortaya koymaktadır. Rapor; kurumlar ve belediyeler arasında iş birliğini güçlendirmeyi, hizmet sunumunu iyileştirmeyi ve belediyeler arası iş birliğini etkili, duyarlı ve kapsayıcı yerel yönetişimin temel bir uygulaması hâline getirmeyi amaçlamaktadır.
