Youth Advocacy Brief and Manual

The OSCE Mission in Kosovo’s Advocacy Brief “From Intent to Impact – Implementing the New Law on Youth” and the accompanying Manual on Establishing and Managing Youth Councils support the effective implementation of the new youth legal framework. Based on a desk research, an online survey with 40 stakeholders, and six outreach meetings across 26 municipalities engaging over 100 participants, the publications identify key implementation challenges and provide both strategic recommendations and practical, step-by-step guidance for establishing and operationalizing Central and Local Youth Councils.
