Overview

Assembly 

The Mission works with the Assembly of Kosovo on its internal rules and regulations and encourages lawmakers to use public outreach tools to create greater transparency. The Mission also facilitates the incorporation of inclusive perspectives into legislative drafting and promotes women politicians for greater gender equality.

Line Ministries 

Working with the Ministry of Local Government Administration, the Mission supports outreach to municipalities and provides them with capacity-building on inter-municipal co-operation and legislative drafting. The Mission also facilitates co-ordination with the Association of Kosovo Municipalities.

Inter-Institutional Coordination at Central and Municipal Level and Oversight

Another focus of the Mission’s work is on Kosovo’s independent institutions, including the Agency for Prevention of Corruption, the Audit Office and the Information and Privacy Agency. The Mission supports these institutions' outreach to municipal officials, awareness-raising among Kosovo residents, and oversight of executive and municipal governance institutions.

The Mission also supports the Agency for Information Society on the digital transformation of public services and incorporation of municipalities’ priorities into its annual planning.

OSCE Mission, Council of Europe host high-level roundtable on strengthening Assembly’s role in monitoring ‘Istanbul Convention’ implementation in Kosovo

The OSCE Mission in Kosovo, in co-operation with the Council of Europe and the Kosovo Assembly, organized on 22 November 2023 in Prishtinë/Priština a high-level panel on the role of the Assembly in monitoring the implementation of the Istanbul Convention. Preceding the “16 Days of Activism against Gender-based Violence” campaign, the event brought together MPs, representatives of the government, civil society organisations, international institutions and organisations active in the field of combating violence against women and domestic violence.

OSCE field operations foster regional inter-municipal co-operation against domestic and gender-based violence

Around 50 representatives from municipalities, law enforcement, judiciary, social services and civil society from Kukës and Dragash/Dragaš gathered in Kukës to strengthen co-operation in addressing domestic and gender-based violence, on 16 July 2025.

The OSCE Mission in Kosovo supported today the signing of a Memorandum of Understanding (MoU) formalizing the Municipal Coordination Mechanism against Domestic Violence (MCMDV) in Rahovec/Orahovac municipality.
