Inter-municipal co-operation is a powerful yet underused tool for stronger local governance in Kosovo

The OSCE thematic report “Inter-Municipal Co-operation in Kosovo: Lessons Learned and Future Opportunities” examines the policy, legal, and practical dimensions of inter-municipal co-operation. Drawing on extensive fieldwork, interviews, and institutional consultations, the report analyses why IMC remains underused despite an enabling legal framework, and identifies key structural and operational barriers. It aims to support institutions and municipalities in strengthening collaboration, improving service delivery, and embedding inter-municipal co-operation as a core practice of effective, responsive, and inclusive local governance.
